It's the scarecraw of the Shrovetide (or Maslenitsa). It's made of straw, old clothes and sticks. It symbolizes winter and traditionally we burn it in order to say "goodbye" to winter. Sometimes the scarecraw looks rather pretty and I feel really sorry for it.
